A friend of mine in Utah built a non-NFA firearm chambered in 12 Gage out of a Mosberg 500 Pistol Grip.

Having never had a stock, per Fed laws, it's a firearm and "not a shotgun" since a shotgun is designed to be "fired from the shoulder".

The only Federal limitation is an overall length of not less than 26".

I looked at the RCWs and it looks like WA laws mimic the Feds when it comes to firearm type definitions.
Does anyone know of any WA laws that would prohibit this type of build?

I think the most important part would be the paperwork. when you buy it, wouldn't it need to say "firearm" on the documentation, not shotgun?

kind of like how you can convert a pistol to a rifle, but not the other way around.

Hmmmm,
Following that logic,
Wonder if you could order a Serbu Super shorty with an 18" barrel, and just cut it down to 6.5 without going the AOW route?

No, because then it wouldn't meet the 26" OAL requirement.
