Guess I'll take a stab at this. I am no lawyer though, so take it with a grain of salt.
1) Possibly, I would expect it has a lot to do with whether the VA reports the state as mental illness (I don't know)
2) If you would be denied after 1639 takes effect, then yes. However, if you buy the lower now and go form 1 (manufacture), the state would not be involved in the process from my understanding.
3) only applies to semi-auto RIFLES, not shotguns or pistols
4) Not that I know of.
5) I don't know.
6) DOL or WSP, I don't know.
