Like so many other utterances, I am hoping that it was a stuttering Hoof-in-Mouth experience.

I saw that as so much puffery to pay lip service to the frenzy surrounding the incident. More "Art of the Deal" stuff. Maybe even sarcasm. And it was so over-the-top and Unconstitutional it had little or no chance of being anything more than a sound bite.
