I have heard three numbers regarding how much time an attendee would have at each booth if the intention was to spend an equal amount of time at each : 12 seconds, 14 seconds, and 20 seconds. (It would be interesting to see the actual calculations... Would S&W count as a single booth, or 50?)

In my experience, expo attendees are not going to spend time at every booth, they are unlikely to crest the double digit percentage of the booths on the floor. They are more likely to hit the vendors, mfg, assoc, whatever, that they are interested in, (of course), then anyone else that has some secondary products of interest, and of course you always have the 10x10s in the back that barely can afford the carpet on the floor. Those folk really have to have some marketing or something that creates a buzz to get a trickle of interest in their booth. Having swag to give away doesn't make that much of a difference because it's often left out and easily a grab and go. The booths with more planning have swag but, you have to do something to get it. Talk to booth staff, sample their product, sign up for email lists, something. Add on the breakouts etc, and the long walks, lunch, and it's really eats up an attendees time. Plus the hangovers they bring from dinners and private parties.
