Cartridge is a factory 1964 Remington 308 with a 150 gr FMJ bullet. Any idea what this powder is?

The powders used by ammo manufacturers are often not available to the public as reloading components. That is extremely likely to be a proprietary "house" recipe that was never sold retail.
This is still the practice today. And on the flip side, most of the powders you are familiar with on the retail shelf have never been used by federal, Remington, winchester, etc.

Even if I had an idea, I'd be a bit afraid to post it . . . and if I were in your shoes, I'd be really afraid to trust any guesses that people have. :)
I think Jason's post is pretty much on point.

Anyone telling you that they can identify that powder, other than Remington themselves, is full of hot air (and that's being polite). You can NOT identify powder based on appearance; at best you can identify what it isn't based on shape but that's about it.

Were you going to pull down a bunch of rounds for the powder to reload, or just curious?

I suppose you could weigh it,
Then chrono some rounds to get performance data,
Then look through reloading charts to see what ball powder is close to what you measured,
Then load some rounds with the same load,
Then chrono it again
Repeat as necessary till finding the closest powder
