Net Neutrality is asking/requiring/forcing Internet Service Providers (Comcast/Time Warner/Verizon FIOS/etc) to treat each packet of internet info like every other packet and not prioritizing the data transfers based on where the content came from. By paying for the service from the ISP, you should be able to rely on the fact that your access to Netflix, Google, Youporn, Foxnews, etc. is not impeded and artificially throttled and you receive each packet of info at the advertised speed regardless of its source.
