Wait a fucking minute!!! Our Gov. doesn't owe them shit! If they want to get ahead and make big bucks, go to school and get a "quality" education with a degree in engineering or computer science instead of a "would you like fries with your order"(Political science) degree. Some subset of men have always expected attention from women for what they have rather than for what they are, that isn't anything new. It goes both ways - low-cut blouses were invented for a reason.
 Fortunately, the overwhelming majority of those men knew it was wrong (not to mention illegal and socially unacceptable) to simply whack the women who didn't go along with the game.
