What is a health crisis? Why do we have so many?

I'm watching an old episode on Penn and Teller's BS, Pornography. One of the women says porn is the #1 health issue in the U.S. today. Where does this long line of people declaring health issues come from? Can we come up with health issues like these people? I thought about it, the main health concerns for me are making sure my food is labeled truthfully and is adequately inspected. Beyond that, everything else has either been taken care of or still needs some research done. To make a point, this rant excludes disease or illness, those would actually be a health issue.
I think we should decale a health issue on people declaring health issues. Usually crap like that is framed as a "health crisis" because it's the only way they can justify limiting peoples rights so they can feel like they did something.
