The basic understanding, from people who have seen it and the proposed outline the FCC DID post, translates into:
We the FCC, an independent entity of the Federal Government, hereby declare that companies which offer internet access, are now public utilities.
As such, they have to follow our policies and procedures, and we will tell them how much they can charge for services.
As a start, you can not have "tiered" services. No up to 2MB for $50, up to 4MB for $60...Either they have access or they don't.
Additionally, you can not throttle.
However, you can charge for a certain amount of data moved, and when they hit a cap...simply shut them off.
Oh and we put some other stuff in there...but you can't see it until it gets passed.
