So not private correspondance. But I don't recall something like this before either. Worthy of some heavy reading. It's not a treaty... or it would have to be legislatively approved. Hm... I feel like I am missing something here. How is the White House trying to bill the agreement with Iran if it's not a full treaty?

An Obama agreement is where they get to do whatever the hell they want to after the end of his term (see blank check below). A treaty sets forth reciprocal obligations between nations, not just between leaders (ratification by the Senate is like having them cosign the check). OICBW.
