Here's one that includes a length of firehose, and looks like it just bolts to any Tpost.

Since they've done the welding, though, it'll cost ya!
If OldKim would learn to weld, I'd let him use one of my welders to make his own for a lot less, and my 'T' cross piece idea could be incorporated for better L-R balance (presuming he has two equal-weight targets to hang). You'd still have to carry a small sledge downrange (and back) to 'plant' the T-post, though, and that may exceed whatever his load limit is.
