The same document that appears on Scribd is also available (in that same PDF format only) on the Brazos County, TX, domain. There was also a news story about it back in early Dec 2014 here -- http://www.mysoutex.com/pages/full_story_landing/push?article-Military+exercises+to+be+held+in+county%20&id=26246197 -- which appears to be a small but legit publication.

The request provides a time range for the exercises (2 months seems long to me but what the hell do I know) and also indicates there will be sufficient media coverage and cooperation to keep residents informed of the activities. I guess we'll find out more when mid-July rolls around.

Ummm... so that's an "exercise" where people "practice". Think of it as an overgrown active shooter drill, put away the tinfoil and please don't say "practicing to make war on the American people". It's a wargame.

Are military personnel using law enforcement powers and arresting American citizens/legal residents? If not, no outrage.

And yet in 2013, (on a smaller scale), it WAS billed as "tame[ing] the indigenous population". Then cancelled after public concerns.

I would also question how you have an "overgrown active shooter drill" covering 7 states.
All military training has a proposed back story. Some other "country" (usually made-up, but sounding like some actual place) as the bad guy.
And why the heck is all of SoCal marked as an "Insurgent Pocket"?

This looks like a play on the letter of the law, that Obama is getting known for, where instead of the Feds imposing on States, they have gotten the States to invite the Military in.
This idea is reinforced by the PDF's pg 3, "Letters of Invitations obtained from local officials (Mayor, County Commission)" - The invitations or permissions by the States is noticeably absent.

Basically they are playing REFORGER inside the USA. Only they're not using full force, they are using JSOC.
The primary purpose of REFORGER was a show of force to the Communists during the Cold War. It was staged in Germany as it comprised the majority of the NATO/USSR boarder.
I have to wonder if this isn't meant as some kind of message on immigration.

The worst part about 594 passing is instead of everyone building ridiculous "custom" AR's getting bored with them for not being operator enough and selling them, those same groups are now reduced to tinfoil instead of trying to outdo each other on mall ninja rifles that will never see a rainy day.

And yet....You keep commenting.

I don't buy mall ninja tactical stuff and continue to do brisk exchanges of the stuff I'm interested in. Just recently I made a deal for a nice Swiss rifle.

The point is the tinfoil rate seems to be increasing of late around here.

Hey buddy lighten up on tinfoil. If it weren't for tinfoil I would have missed all the cool rocket launches in the early 60's.

Having done exercises in the past, I think this is much ado about nothing.

I wouldn't be too worried, polls have shown that our own Military personnel would refuse an order to attack their own citizens and any outside force (blue helmets??) that think they could subdue the American populace is crazier than a $h!t house rat

Shh. I don't want the Sandy Hook FEMA actors to come get me and take me to Texas to become a victim of a government invasion of it's own country. Something, something, something, jet fuel can't melt steel beams, Illuminati, etc...
