They had heard too many horror stories and figured they could help keep people safe without expending any additional effort. In the pre-594 days, it would have tickled me to no end to sell/buy a gun in the local PD's parking lot. Heck, around here it wouldn't have surprised me to have a local LEO on the other end of that deal.
But I agree, what is messed up in that person's head to do such a thing? Just when you think criminals have reached the lowest point...
I've done some transactions in gun store parking lots where I know lots of cops are likely to be, and the other person knows there will be guns around.
