I'm not part of a select group of employees so I'm too ignorant to judge what I saw clearly captured in video.

I think it's pretty clear though, that the black guy could have been running towards a bus full of nuns and children... And there must have been a care package inbound after so many kills and was running for the care package.. Which could have had a gun.. Or worse... A UAV .. Then he know where all the cops are.... And you can't have that.. Officer safety comes first, above everything.. Even citizen's rights..

Or did you mean they're trained to casually shoot someone who's not a threat and even more casually saunter over and pat themselves on the back for a job well done?

Are they training to stop, focus on the man running away, check your backstop, take aim, and fire?

Stopped for broke light(s), has warrant due to child support, ran, scuffle, slow jog away, dead.

Here's some thoughts on it from another forum:
The real tragedy is that the reason he ran in the first place was because he had a warrant for his arrest due to failure to pay child support. It appears to be a victim of the debtors prison, one of the concerns of our founding fathers.
I found it upsetting this man felt he had to run because of a warrant for unpaid child support. Many times court-ordered child support is so burdensome and disproportionate to a man's income it leaves him little to nothing on which to live. There is no proof that money is supporting his children but rather his ex-wife's or ex-girlfriend's prodigal lifestyle while the children are neglected and/or abused. I'd say the so-called "Family Court" contributed to this man's death making him so desperate he felt he had to flee from the police despite it being for a stop for a minor traffic violation.
The guy had prior convictions, probably had trouble getting a job, maybe would have lost whatever job he had after being arrested and spending time in jail for that. Maybe the guy would've liked to pay his child support, but he's so fucking far in arrears from previous legal trouble that he can't.

Dead men don't pay child support. Now his kids have no child support and no father. Whatever social policy they hoped to implement with the whole "deadbeat dads" thing has claimed another victim.

I thought about this today actually...that's the problem with issuing warrants for unpaid child support - ultimately, a cop somewhere will have to arrest that person...and if they resist, bad shit can happen. Even murder.

I suspect the charges are going to be changed to manslaughter at some point (unless they have some kind of generic homicide process where he could be convicted of anything up to and including homicide).

Proving malice aforethought will be difficult.

A few things the media is distorting to make it appear the incident report contains falsification:

1) officer claims suspect TOOK his taser --- actual radio traffic recording said "he GRABBED my taser" (doesn't mean he got possession of it)

2) media claims he drops item by subject, planting evidence. If you look at 2:04 he picks what looks like the same object back up again

3) media claims officers said they gave CPR -- incident report says this but the 2nd guy there who gloved up said he "gave aid". Another guy said he applied pressure to wounds. One guy said CPR was given but he was not there early on. Also, the video stops, so we don't that CPR didn't start the second the video stops - before EMS arrives. Giving aid can be as simple as "are you ok?", taking his pulse, applying pressure to wound. It seems like those things happened. The media is making a big deal out of "they said they gave him CPR". We have one cop saying CPR was given but if you read the incident report they also say "applying chest compression" (singular, i.e. to the wound).

I don't think any of the above have any bearing on his guilt or innocence, I'm just pointing out the media beat up du jour.

Court records show that Walter L. Scott was almost $7,500 behind in child support at the time he was shot and killed by a police officer, but no bench warrant had been issued for him.

With court fees added, Scott owed more than $7,800. Records show that he last paid child support in July 2012. But there was no bench warrant directing officers to bring him in to face a family court judge.

Scott had been in jail three times over child support. In 2008, after a traffic stop in which he was charged with an open-container violation and driving under suspension, he was sent to jail in Charleston for six months for failing to pay about $6,800.

In 2011, bench warrants ordered deputies to bring him in, and Scott spent a night in jail when he was $7,500 behind. In 2012, he spent another night in jail when he owed $3,500.

Family members have said he may have run from Saturday's traffic stop because he feared going back to jail over more back child support. A police dashboard camera video released Thursday shows Scott bolting from his Mercedes after he pulled over.

Scott had four children. His funeral is scheduled for Saturday

Uh, it looks like he bolted before officer could even determine that. He was chased because he was evading and eluding.

That of course, is no reason to shoot him. The piece we're really missing is the tussle that happened after the chase.

I'm still interested to know if the entire contents of the witnesses phone were obtained, to see if any video or pictures exist prior to what has been been released.
