Yes, congress voting on laws is just as stupidly conceived as voters endorsing the congress people. Nobody read the patriot act before signing it. On the other hand, everything in politics is planned two years in advance. Boxer's chief aide for 12 years John Hess told me that. That's why it's hilarious/tragic that people talk about elections like they as voters have something to do with outcomes. You don't.
