How is it any less of a distraction to operate a CB, than it is to take a sip of coffee?
Or change stations on the radio... And there are radios and cupholders in every vehicle out there...

Definitions are important... Pay close attention to what is and is not a personal electronic device, and the exemptions. Things that would otherwise be personal electronics are redefined as NOT personal electronics when used for a specific purpose.
