Shouldn't the National Guard have their own supplies rather than stealing from residents?????

I saw that. So the national guard is planning to shoot the hurricane?

WTF? So....they don't have enough guns/ammo to hold the peace, so they steal it from the citizens?

No it does not. Samoans are not even American citizens until they apply. (Disregarding the fact that at least 20% of the male population are vets) Why? Because due to 1900s rulings, they are not sophisticated enough to understand how to be American. (Gross simplification, but in the correct wheelhouse.)
