So just transporting it mixed is illegal? I believe Mythbusters demonstrated that it's way too stable to set off without actually shooting it, even when it's mixed. So it's legal to sell but the second someone drives off with it they're breaking the law for transporting it?

Whole lot of red tape. ATF doesn't make change, they only hand out 5 and 10 year sentences. https://www.atf.gov/explosives/binary-explosivesTransporting The Federal explosive laws, as amended by the Safe Explosives Act, prohibit anyone other than a licensee or permittee from knowingly transporting, shipping, causing to be transported, or receiving explosive materials. Persons not holding a current ATF explosives license or permit may not transport or ship explosive materials, even within their State of residence. Therefore, a person must obtain a Federal explosives license or permit if they mix binary explosives and subsequently transport them to any other location, such as transporting exploding targets to a shooting range.

Federal felony to get caught transporting it after it is mixed. Separately, they are harmless, once mixed, they are classified as a binary explosive.

Before you shoot it you have to open the container, and mix the two different chemicals that are in separate packages in the jar.
