So... He 'retires'.... gets a 1.27 MILLION dollar retirement payout, then immediately is rehired.... So . . . he was going to retired and get this $1.27M check, but then the city decided that they wanted him for police chief. If he took the chief's job, he would give up the $1.27M since it only applies to the lower ranks.
So what are the alternatives?
1) He takes the chief's job and gives up the money. Not likely, I think. 2) He retires and takes the money, and doesn't work anymore.
Assuming he's a good cop and right for the city, this sounds like win-win to me. He got the money he was owed, and the city has a good cop as chief. The likely alternative, where he still gets the money and the city winds up with the second-best candidate for chief . . . well, how is that better for anyone?

How about no, and fuck no? If you need him, or desire him to fulfill the role (not just cuz you're old cronies and he's yer bro), then as a public servant(s) you find a way to responsibly manage the public's money. Find a way to preserve the retirement that he worked for.... and then give it to him when he retires, not in addition to an active salary. AMEND the current regs in a legal open fashion.
Public servants have a fiduciary responsibility to manage the public's money in a rational, reserved and responsible fashion.
Oh, lesseee.... the state is in dire straits and default on debt, largely from retirement benefits/revenue inequality, is immanent.... but let's do more of the same bewlshite frivolous spending and rapine of state coffers for personal benefit...after all, we got ours and will be dead when the whole thing falls apart - c'mon guys amirite? [wink-wink, nudge-nudge]
