Mines are deployed relatively deep under the surface, no? So this must have drifted or been disturbed if my understanding is correct.
I wonder how many more mines are still out there waiting to carry out their function?

That design looked to be WW2 vintage. If it had been out there for 70 years I would expect it to,have more stuff hanging off it. Wonder if it is a fake?

They normally float. They are employed by anchoring them with a chain short enough so that they are just below the surface so that when a ships hull hits it....kablewie.

Hertz Horn was a pretty good design back in the day.
Slight contact between a ship and one of the protruding triggers would break a glass vial of a sulfuric acid solution creating a voltaic cell, supplying currant to the detonator.
I'd bet some of those still function.
