The horns would contact the ships hull. The plungers in the horns would break the vials. Sulphuric acid would generate current to the detonator. Detonator would set off the main charge of 500 or so pounds of high explosive. After 75-80 years of floating around, corrosion and/or seawater intrusion or both rendered the detonator and/or the high explosive charge inert. Science lesson for the day, for all you pyromaniacs who wanted to see that thing go kaboom. Me too.
